The primary way in which people get involved in the work of ICARE is through the Justice Ministry in their congregations. ICARE member congregations are accepting the challenge of working towards turning out their average worship attendance to the once-a-year Nehemiah Action Assembly in the spring. Justice Ministry Network Members (JMNs)  commit to bring three people with them to the Nehemiah Assembly and attend at least two other ICARE meetings a year (the Community Problems Assembly in November and Rally in March). JMNs are also invited and encouraged to attend the Nehemiah Action Celebration Kick-off.  In addition, JMNs will be invited to participate in a couple other congregation-wide Justice Ministry Network meetings throughout the year. Some network members serve on research/action committees that help move the organization from studying a community problem to developing a winning campaign to address the problem.
